Direct competitive examinations are reserved for candidates who meet the conditions set for entry into the public service, holders of the titles required to be eligible for recruitment into a permanent framework of the administration Permanent officials within a framework of the public service applying for a direct competitive examination for entry into another corps must obtain the prior authorization of the minister responsible for the public service after consulting the user minister
